- Effectively applies knowledge of Malaria transmission, testing and treatment and migration issues within organizational context;

- Effectively interfaces with government officials on matters related to substantive Malaria/migration issues and the work of the Organization;
- Effectively coordinates actions with other implementing partners;
- Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country or regional objectives.

The successful candidate will work Under the direct supervision of the Chief of Mission and in close coordination with relevant Project Managers in the Mission.

Required Qualifications and Experience:
- Completed university degree in Political or Social Sciences, International Relations, Development, or Law
- Minimum four years' work experience either on project development, project management, project monitoring and evaluation relevant to migration
- Excellent written and oral communication skills are required.
- Computer/software literate, with strong knowledge in Microsoft Office, Adobe Acrobat and Excel.
- Report writing skills in English and Spanish is required.
- Having a good command of data collection and interviewing techniques will be an advantage.
- Experience as counsellor or training received to be a counsellor will be a distinct advantage.
- Be willing to undertake in-country travel related to the assignment.
- Experience (employed or voluntary) working with an Intergovernmental Organization or a Non-Profit organization/ Non-Governmental Organization will be an advantage.
Core Responsibilities would include:
- Provide technical inputs for the design and development of new project proposals and budgets in close coordination with the relevant units, including Resource Management;
- Collect and systematically organize and analyse existing information from migration studies and governmental sources dealing with migration;
- Draft concept notes/proposals with support from the different Thematic Officers and Project Managers;
- Verify that the development of projects is in line with donor profiles and donor priorities as well as IOM requirements, and follow up accordingly;
- Assist in developing approaches to expand the IOM donor base, including research and mapping of funding trends, priority, cycles and timelines.
- Participate in donor briefings, visits, conferences, workshops, UN theme groups, etc. as requested by the Chief of Mission;
- Undertake travel related to project needs assessment, liaison with counterparts, problem solving and new project development as requested;
- Perform such other duties as may be assigned.
